The State of South Carolina is seeking a vendor to provide a cloud-hosted, commercial off-the-shelf (COTS) and Software as a Service (SaaS) records management solution. This system will serve as the primary statewide database for DRE (Drug Recognition Expert) records and training management, supporting program development, standardized data entry, workflow review, timely reporting, and data analysis on trends using evaluation and toxicology information.
The proposed browser-based system must track student progress, include learning integrity controls, generate completion documentation, and allow single per-user licenses for both records management and continuing education/reference platforms. It should be accessible via a standard web browser on mobile devices, allowing live evaluation entry without the installation of local software or native mobile applications.
The system must also enable submission, review, and approval of evaluations by authorized reviewers, track toxicology evaluations, and provide alerts or dashboard indicators for missing results. The SaaS solution must be hosted within an enterprise commercial cloud infrastructure.
