This RFP seeks vendors to provide a cloud-hosted solution for managing the full lifecycle of planning, development, and permitting applications in accordance with the laws of the Commonwealth of Virginia. The solution must offer a modern, intuitive, and device-agnostic user interface that is responsive, scalable, and capable of supporting seamless operations for County staff and applicants.

Key requirements include robust, pre-configured best practice workflows for application processing, plan review, cashiering, and comprehensive portal capabilities. The solution should primarily utilize configuration for tailoring to County needs, with customization limited to essential areas. Integrated artificial intelligence features are expected to enhance operational performance, such as intelligent document processing, automated checks, predictive analytics, and workflow recommendations.

Comprehensive and user-friendly reporting and analytics are required, including configurable dashboards and out-of-the-box reports for real-time monitoring of operational metrics and application statuses. The platform must include automation functions, support for all core processes such as permit processing, inspections management, document review, workflow tracking, public/community portal access, cashiering, collections, and securities management.
