DESCRIPTION


The City of North Dakota seeks a vendor to provide a comprehensive, cloud-hosted software solution for permit, license, and asset management. The platform will support permitting, licensing, inspections, code enforcement, and regulatory workflows across multiple City departments, replacing fragmented legacy systems and manual processes.

The solution should deliver enterprise asset management and work order management, either as integrated components within the same platform or as a standalone system that interoperates with permitting and licensing functionalities. It must be a secure, enterprise-grade Software-as-a-Service (SaaS) platform capable of supporting various City functions, improving regulatory compliance, operational efficiency, data integrity, and public access to City services.

Key requirements include full-featured mobile access for field staff (offline functionality, photo capture, annotation, GIS-based workflows, real-time synchronization), and native integration with the City’s ESRI GIS environment, including ArcGIS Online. The system should support GIS-based visualization, spatial querying, and the association of records with parcels, addresses, and other spatial features.
