The solution must be a mature, commercially available Software–as–a–Service (SaaS) platform already in use by higher education institutions, requiring no internal IT development or maintenance. Key features include targeted messaging, event promotion, robust analytics, and segmentation capabilities to support proactive engagement throughout the student lifecycle. The system must provide configurable features, integration with existing student information systems, and comprehensive administrative tools, all while minimizing the need for custom development.

Administrative users should be able to easily manage content, configure communication workflows, and update platform settings without coding or IT support. The platform should offer industry-standard integrations with existing institutional data sources, support all major operating systems and browsers, and provide mobile-responsive access for families. Analytics and reporting tools are required for tracking engagement trends and communication effectiveness. The contract is anticipated to span three years.
