The agency seeks a vendor to provide and implement a cloud-hosted (SaaS) International Student & Scholars Services (ISSS) and study abroad and away case management system. The platform must operate as a fully hosted SaaS solution requiring no on-premises server infrastructure. Comprehensive features are required, including case workflows, document management, alerts, compliance task tracking, immigration deadlines, and reporting for both F-1 and J-1 immigration cases.

In addition, the system should support the administrative needs for student participation in study abroad and study away programs, covering application management, risk management, and travel tracking. Built-in functionality allowing students to upload documents, track application milestones, use embedded digital signatures for CGE workflows, and complete surveys is essential. Staff must be able to audit progress, verify milestone completion, and receive automated notifications for incomplete tasks across study abroad workflows.

Key technical requirements include SEVIS batching compatibility, integration with enterprise systems, robust data security documentation, Single Sign-On (SSO) support, no-code customization tools, cross-platform and cross-browser compatibility, subdomain registration, and email authentication. The contract is expected to run for five years, and all vendor questions must be submitted by April 28, 2026.
