DESCRIPTION


A vendor is sought to provide a cloud-hosted Human Resources Information System (HRIS) that will serve as a single authoritative system of record for all locally employed and US employees. The solution should offer reliable enterprise reporting for headcount, FTE, and organizational structure, and incorporate modules for performance management, compensation, recruitment, time and attendance, and leave management. Live training sessions must be delivered to administrators, managers, and users in all required languages to ensure successful adoption.

The HRIS must integrate with the Agency Service Management solution and facilitate reduction of manual processes and country-specific workarounds. It should allow for scalable operations, training, and long-term sustainment, with robust internal controls, audit trails, and compliance monitoring. Integration with payroll systems, identity management platforms, time and attendance systems, and reporting tools is essential. The system should track the history of long-term absences and hours used for compliance with leave policies.

Content development must reflect thoughtful human analysis and avoid generic or solely AI-generated materials, as these will be deemed non-responsive. The contract period will be for one year, with pre-bid questions due by May 5, 2026.
