The solution must include a secure website for applicant registration, appointment scheduling, and management, with automated email and SMS reminders containing appointment details and options for editing, canceling, or rescheduling. The website must prompt applicants to enter specific codes for applicant type designation and provide instructions for returning resultant records either manually or electronically. Additionally, the platform should accommodate employer or agency billing codes where applicable, and offer downloadable calendar links compatible with Outlook, Apple, and Google calendars.

The vendor will be responsible for managing all cloud database services, ensuring secure web portal interfaces, and maintaining business continuity through a robust cloud-based disaster recovery solution. Fee collection, reconciliation, billing, and remittance processes must be integrated into the system, with the capability to increase appointment availability by expanding hours or adding locations.

A customer service call center is required to support applicants, operating from 7 AM to 9 PM, Monday through Saturday. The center must include after-hours messaging with website referral and callback options, and representatives are expected to begin resolving issues within 90 seconds of call initiation. All vendor inquiries regarding this project must be submitted no later than February 17, 2026.
