Colorado is seeking a qualified vendor to design, develop, and implement a cloud-hosted Environmental Review as a Service (ERAS) platform. This platform aims to streamline and automate the environmental review and permitting processes in accordance with the National Environmental Policy Act (NEPA) and related statutes.
The project encompasses full lifecycle agile software development services, including planning, design, coding, prototyping, testing, documentation, and configuration. Key platform features include an AI-driven triage system for rapid classification of environmental review requests (such as CatEx, EA, EIS), a multi-tenant case management system with robust API integration, and automated document generation for CatEx documentation (FANEC). The platform must also incorporate a policy-as-code rules engine for translating NEPA regulations into machine-readable logic and offer AI-enabled public comment analysis.
Additional requirements involve integration with Pay.gov for payment handling, compatibility with Cloud.gov hosting, and the use of modern open-source technologies such as Python, Ruby, JavaScript, and React. The solution should be scalable, secure, and designed to support efficient, transparent environmental review workflows.
