DESCRIPTION


The city is seeking a vendor to provide and implement a modern, enterprise-grade cloud-hosted Computer Aided Dispatch (CAD) system. The solution must feature an integrated Records Management System (RMS) and case management capabilities, serving as the foundational platform for public safety dispatch operations across departments including Police, Fire, Emergency Medical Services (EMS), animal control, and other municipal agencies.

Currently, the city utilizes the Spillman Flex CAD platform, which is limited by its lack of centralized analytics, modern GIS integration, cloud-native architecture, and efficient multiagency workflows. The desired solution will include platform licensing, deployment services, data migration from the existing on-premises system, integration with critical public safety and IT systems, as well as role-based training and post-implementation support.

Key features include robust mobile and field user functionality, comprehensive records management and compliance capabilities, call intake and dispatching, advanced GIS mapping and routing, modern user interface and experience, resilient cloud hosting, and compatibility with Microsoft platforms.
