DESCRIPTION


The city is seeking a vendor to provide a modern, cloud-hosted software solution for managing its Community Development Block Grant (CDBG) Program. The desired platform should be configurable and user-friendly, supporting the entire lifecycle of CDBG activities, including application intake, grant and loan administration, subrecipient monitoring, expenditure tracking, and reporting. Integration with the Integrated Disbursement and Information System (IDIS) is mandatory to meet federal reporting requirements. A solution that can manage additional housing or community development funding sources would be advantageous.

The software must be fully cloud hosted with all data stored securely, be browser-agnostic to work with current browsers such as Microsoft Edge, Apple Safari, and Google Chrome, and integrate with Microsoft Entra ID for Single Sign On (SSO), enabling city personnel to use their existing credentials. Encryption of all data, both in transit and at rest, is required. The platform should increase resource efficiency, eliminate manual processes, and reduce redundancies by replacing, automating, or integrating with existing tools such as Excel, Word, OneDrive, Network Shared Folders, and Dropbox.

Comprehensive professional services are expected for implementation, ongoing system maintenance and support, and continual system improvement. The contract period will be for three years, and questions regarding the RFP must be submitted by March 31, 2026.
