The solution is intended to replace the city's existing on-premises PBX systems and support a total of 154 voice lines. The system must be hosted in secure, redundant data centers, provide automatic failover, and incorporate built-in disaster recovery features.
The vendor is required to guarantee a 99.99% uptime service level agreement (SLA), offering financial credits in the event of downtime below this threshold. All system updates, security patches, and new features should be delivered automatically, ensuring no disruption to city operations. Administrative staff must have access to a centralized, web-based administration portal for user management, reporting, and programming from any location.
The solution should support secure remote staff access, as well as mobile and softphone applications, enabling employees to answer calls from their official number regardless of location. Additional requirements include support for high-quality voice (MOS score of 4.0 or higher), multiple pre-recorded messages, remote management of auto attendant features, voicemail-to-email with forwarding functionality, call transfers across internal and external extensions, and call forwarding within the network.
