DESCRIPTION


The project seeks a vendor to provide a comprehensive cloud-based Voice over Internet Protocol (VoIP) telephone system. The solution should incorporate an emergency notification and paging system, along with a redundant analog line solution as backup. The selected VoIP system must include standard PBX features such as auto-attendants, hunt groups, and voicemail-to-email with transcription functionality.

Key requirements include robust caller ID authentication to prevent school calls from being mislabelled as 'Spam Risk' on recipient mobile devices; compliance with SMS and MMS regulations; and full E-911 compliance, ensuring all necessary licenses, routing, and location management are included for FCC standards. Vendors must also ensure high call quality, maintaining a Mean Opinion Score (MOS) of at least 4.0, with jitter below 30ms and packet loss under 1%.
