Nebraska is seeking a qualified vendor to implement a cloud-based vital records management system. The proposed system must support multiple operational environments, including System Integration Testing (SIT), User Acceptance Testing (UAT), Training, Development, and Production, to ensure robust development and deployment workflows.
Key requirements include comprehensive data conversion capabilities for all existing records, including images and files. The system must feature configurable data retention rules, immediate validation and error messaging for data interfaces, validation against an integrated medical dictionary for relevant fields, and field-level warning notifications. Additional functionalities include direct scanning into the system, support for attaching various file types (such as .pdf, .doc, .jpeg, .png, .tiff), and user registration capabilities.
Users with appropriate access should be able to perform real-time searches, filtering, grouping, sorting, and counting of vital event records, requests, orders, payments, and invoices, using advanced search features that accommodate wildcards and partial entries. The system should also facilitate the viewing of previously generated and sent customer correspondence, ensuring streamlined and efficient record management.
