DESCRIPTION

The State of Georgia is seeking information from vendors regarding a cloud-based Vital Events Registration System (VERS). The proposed system should address system architecture options—cloud-based, on-premises, and hybrid deployments—and detail various supplier deployment models. The solution must support system expansion and offer configurable user interfaces and reporting features, while ensuring alignment with all relevant statutory and regulatory frameworks governing vital events registration.

The Office of Vital Records is responsible for processes such as registration, preservation, amendment, and certification of vital events, including birth, death, marriage, fetal death, paternity, adoption, and necessary corrections. The VERS solution should integrate seamlessly with other software applications, enabling secure data exchange and communication through modern protocols—such as web-based Single Sign-On (SSO) using open standards. Hosting must be considered either on the State's Amazon Web Services (AWS) platform or through comparable hosting options, with a comparative analysis of associated costs.

Key system requirements include: handling large volumes of sensitive data with robust backup and disaster tolerance, supporting national secure electronic data sharing, compliance with international digital accessibility standards, and offering comprehensive geo-referenced data management tools. Vendors are requested to submit questions pertaining to this RFI by April 17, 2026.
