DESCRIPTION


The client is seeking a vendor to deliver a cloud-based SMS and MMS public reporting solution using either a Communications Platform as a Service (CPaaS) or a Centre as a Service (CCaaS) approach. The selected solution will require configuration of short-code capabilities such as routing logic, workflows, message templates, opt-in and opt-out mechanisms, and reporting tools. Pre-launch approval from MVTP will be mandatory.

Implementation involves migrating the existing 87-77-77 short-code messaging service, including historical conversation records, message transcripts, media assets, and legacy data, to a Commercial Off-the-Shelf (COTS) CPaaS or CCaaS solution that fits platform constraints. The migration should also re-enable MMS functionality before the service launch.

The vendor will be responsible for executing end-to-end testing—ensuring message delivery, keyword recognition, short-code operation, and system interoperability. Following migration, the selected company must monitor performance, address any emerging issues promptly, and provide ongoing monitoring and support to maintain stability and functionality of the short-code service on the new platform.
