DESCRIPTION


The City of Seattle seeks a qualified vendor to deliver a modern, cloud-based system to support regulatory licensing, enforcement, and case management operations. This system will enhance workflow, document management, customer-facing portal capabilities, payment and fee collection, and integration with existing city financial programs.

The selected system must provide comprehensive case management tools, including features for creating enforcement cases related to violations, overdue licenses, and investigation discoveries. It should facilitate the assignment of cases to inspectors and supervisors, and support robust activity tracking—such as logging investigative actions, interviews, inspections, outcomes, evidence, and case notes. Additionally, the solution should support online submission of license applications, renewals, and documents, featuring required fields, file uploads, and secure e-signature capability.

Integration with current Seattle financial systems, including STORM treasury and PeopleSoft accounts payable, is required for real-time data sharing and payment processing. The system must also support complex regulatory requirements, such as multi-tier fee structures, dynamic penalty calculations, grace periods, and escalation processes for enforcement. Overall, the solution should modernize the customer and staff experience, replacing legacy systems and enhancing operational efficiency.
