Cloud-Based Recruitment Management System

The city seeks a vendor to provide and implement a comprehensive, cloud-based Software-as-a-Service (SaaS) recruitment management system. The solution must be fully functional and integrate seamlessly with Unit4 ERPx, supporting the city's hiring and talent management processes as it grows. Key features include a robust recruitment module that spans the entire hiring lifecycle—from initiating requisitions using established forms and processes to posting job opportunities both internally and externally, providing an applicant portal, and managing candidate applications efficiently.

The system should offer advanced screening and scoring tools, coordinate interviews and reference checks, and facilitate documentation and approval of hiring decisions. A particular focus is placed on the management of pre-employment conditions, allowing candidates to upload all required documents through a secure portal prior to offer issuance. The system should also provide tools to create conditional and final job offer templates, and a centralized platform for storing and maintaining job descriptions and classifications.

For analytics and compliance, the platform must include dashboards, metrics, and reporting capabilities to support HR and leadership in tracking hiring trends, workforce data, and fulfilling legal or policy obligations. The recruitment management system should be designed for security, high performance, device-agnostic cloud access, and flexible scalability. The contract period is set for three years.
