A city in Colorado is seeking a vendor to provide a cloud-based recreation management software solution. The platform should be a multi-tenant or city-dedicated SaaS solution hosted across multiple data centers, offering high availability and minimal on-premises hardware requirements. The software must support both multi-department and multi-line-of-business operations, meeting WCAG 2.1 AA digital accessibility standards throughout the system.

Staff interfaces are required to feature role-based dashboards, visual scheduling tools, audit logging, photo capture, and capabilities for internal, marketing, and emergency communications. The system must support WCAG 2.1 AA-compliant email, SMS, and automated notifications with accessible templates and audit trails. It should also support emergency or marquee notifications, custom multi-table reporting with dashboards, and comprehensive data export functionality. Web-based access and native iOS and Android mobile applications are required, with full cross-browser and cross-device compatibility.
