A Florida-based agency seeks a vendor to provide cloud-based public safety scheduling and timekeeping software. The desired solution must support complex scheduling needs, including 24-hour shifts, 40-hour workweeks, and flexible auto-scheduling. Specific features required include handling Kelly days, various pay period structures, real-time tracking of staffing minimums, and detailed recording of time off. The software should allow comprehensive shift management, such as shift swaps, open shift bidding, overtime, and management of off-duty assignments.

A mobile application compatible with Apple and Android is essential for officers and firefighters to view schedules, request time off, and bid on shifts. The system should support automated notifications via phone, text, and email, enable workflow routing for scheduling exception requests, and provide robust callback/holdover tracking for unplanned overtime events. Integration with PeopleSoft for both payroll and HR data synchronization is required to reduce duplicate data entry. Security features must include SAML integration, data encryption, two-factor authentication, and no storage of CJIS data. The solution should be delivered as a SaaS offering, with at least one non-production environment for ongoing testing, defined SLAs for 24/7 operations, and a clear support escalation path. The one-year contract has an estimated budget of $150,000 for licensing and setup in year one and $75,000 for recurring renewals.
