Cloud-Based Public Safety Scheduling and Time and Attendance Solution

The State of Wisconsin is seeking a vendor to provide a cloud-based scheduling and time and attendance solution tailored for public safety departments, including law enforcement, fire, and EMS. The proposed system must address the distinct operational requirements of these departments while ensuring seamless integration with existing infrastructure. Key technical requirements include compatibility with platforms such as VM Ware, SANs, Microsoft server operating systems, and Microsoft SQL. Integration with the current Workday ERP system, preferably via API, is also required.

The solution should offer both mobile and desktop access, featuring a user-friendly interface compatible with iOS and Android devices. Security is a priority, with features such as secure data storage, access controls, single sign-on with Microsoft Entra ID (SAML), and role-based access for various user types. Functionality should include the ability to offer open shifts with approval workflows, track multiple categories of time (regular, overtime, sick, vacation, compensatory), and provide comprehensive audit trails and compliance tracking. Additional expectations include dashboards for real-time staffing insights, ongoing support, training, system updates, and detailed installation and architectural documentation.
