Cloud-Based Pretrial Case Management Software

The agency is seeking a vendor to provide, implement, and support a cloud-based Pretrial Case Management System (PCMS) that offers comprehensive automation and documentation of the entire pretrial lifecycle. The required solution must facilitate intake, referral, risk and needs assessment, release decisions with conditions, supervision case management, drug testing workflows, court scheduling, and compliance tracking. Data migration from the current county pretrial system to the new application is a key component and should include extraction, transformation, loading, validation, reconciliation, and capability for rollback.

The PCMS should offer an intuitive, user-friendly interface for both desktop and tablet users. Implementation services required include project management, system configuration, custom forms and workflow development, rigorous testing, go-live support, and a warranty period with clear acceptance criteria. The system must also support file import/export (CSV, XML), scheduled ETL processes, configurable alerts for missed contacts, failed tests, new charges, and upcoming court dates.

Role-based access control (RBAC) with a least-privilege model is required to ensure data security, along with options for either multi-tenant or single-tenant deployment. The solution must demonstrate encryption, continuous monitoring, and evidence of SOC2 compliance for robust data protection.
