DESCRIPTION


A Connecticut agency is seeking proposals from qualified vendors for the implementation of a comprehensive, cloud-based Policy Management Solution. The desired system must support Software-as-a-Service (SaaS) deployment and be able to accommodate multi-campus or multi-entity environments, as found in higher education systems.

Key functional requirements include configurable workflows for policy creation, review, approval, and publication. Role-based permissions should be supported for administrators, reviewers, approvers, and end users. The system must have a public-facing policy library accessible to students, faculty, staff, and external stakeholders; maintain historical versions and revision histories; and allow attachments of related documents. The solution should enable policy categorization, tagging, custom metadata, and robust search capabilities, including filtering by category, department, or topic.

Reporting and analytics features are expected, with the ability to configure reports on policy lifecycle events, compliance, overdue reviews, and policy acknowledgements, with data export functionality. The system must comply with industry-standard security practices, including encrypted data in transit (TLS 1.2 or higher) and role-based access controls. The contract will be for a period of one year.
