The platform must support multi-jurisdictional licensing, enforcement workflows, dispatch operations, billing, advanced reporting, GIS integration, and public-facing services. User functionality should enable both new license applications and renewals online, excluding temporary tags, and provide for external agents to conduct transactions via a secure web portal.
The solution must allow agents to process variable pet agent transaction fees, assign license tag number ranges to specific cashier workstations or external agencies, and provide systematic alerts when license stocks are low. The system should accurately manage detailed pet and owner profiles, support advanced search by various fields (e.g., name, address, breed), and facilitate daily tracking and reporting of pet license totals.
A key requirement is integration with secured web services based on Esri ArcGIS to ensure robust geospatial capabilities. All transactions and payments must be verifiable by the County, and the platform is expected to ensure scalability, security, and a seamless experience for both internal staff and public end users.
