The County in Ohio seeks a vendor to provide a comprehensive cloud-based permitting software solution. The system should enable efficient, user-friendly, and accurate tracking and processing of permits and applications, supporting both residential and commercial development types such as building, electrical, mechanical, sign, fire alarm, fire suppression, gas line, right-of-way, and plumbing. It must facilitate management of review workflows, document permit records, track inspections, and generate reports of key process indicators.

The software should offer integration capabilities, including migration from the County’s current MS Access Database and file server records, interfacing with County financial systems for fee handling, and mapping integration with ArcGIS for inspection visualization. Real-time data tracking, customizable online public portal for application submission and code violations, document management, fee payment, and status checks are required features. The solution must provide multi-factor authentication and employee Single Sign-on (SSO) through Google Workspace, ensure secure authentication protocols, and support anonymous code violation reporting.

The vendor is expected to provide customer support resources for navigating the online portal and application process. All prospective applicants must attend a mandatory pre-bid meeting on April 27, 2026, and submit any questions by April 30, 2026.
