DESCRIPTION

The client is seeking a vendor to provide a comprehensive cloud-based solution for payroll, human resources management, and optional integrated financials. The required services include software-as-a-service for payroll processing, compliance, compensation, benefits administration, time and attendance management, scheduling, and full HR management. Additional modules include talent management (recruitment, onboarding/offboarding, training, performance), employee and manager self-service, and options for integrated government accounting functions.

The scope of work also covers asset and lease accounting, budgeting, position control, fund accounting, as well as integration and interfacing with external systems. Vendors are expected to supply not just the SaaS platform and necessary licenses or subscriptions, but also professional services encompassing implementation, data integration, exchange, training, and ongoing system maintenance. The contract will be awarded for a one-year period. A pre-bid meeting is scheduled for March 24, 2026, and all vendor questions must be submitted by April 2, 2026.
