A Maryland agency seeks a vendor to provide a comprehensive, enterprise-grade Cloud-Based Parking Management System (PMS) aimed at modernizing, integrating, and scaling parking operations across the agency and its municipal partners. The PMS must function as a fully integrated, cloud-hosted platform that unifies all primary parking operations, including parking enforcement, citation and violation management, digital permitting, payment processing, and advanced analytics.
The proposed platform should centralize field enforcement activities, citation processing, permit administration, payment transactions, customer engagement, adjudication support, and reporting within a cohesive environment. This integration is intended to eliminate duplicate data entry, minimize fragmented workflows, and enhance operational visibility across different departments. The PMS must specifically support high-volume municipal environments, offer a robust citation management module for the complete citation lifecycle, and include a permitting system with eligibility validation, digital issuance, enforcement verification, and administrative oversight.
Additionally, the system must provide secure, multi-channel payment and financial modules covering citation and permit payments, lockbox processing, reversals, refunds, adjustments, reconciliations, and detailed audit controls. Comprehensive correspondence management, including automated notices, delinquency tracking, secure mail processing, and support for court and administrative reviews, is also required. The contract will span three years, with a pre-bid meeting and Q&A deadlines set prior to proposal submission.
