DESCRIPTION


The State of Colorado is seeking a vendor to provide a comprehensive, cloud-based Order Management System (OMS) tailored for government treasury investment operations. The objective is to enhance efficiency, strengthen compliance, improve transparency, and equip the State for long-term operational resilience.

The required solution must consolidate order creation, execution, and monitoring into a unified platform. It should feature real-time dashboards, robust reporting, and analytics to aid investment decision-making and ensure transparent operations. Advanced integration capabilities are essential, including seamless connectivity with Bloomberg, MarketAxess, Tradeweb, custodians, money market providers, and internal portfolio and accounting systems. The system must also offer strong security measures, reliable audit trails, disaster recovery provisions, and scalability to accommodate increasing trading volumes.

Additional requirements include automated pre-trade compliance checks with configurable rules, secure API integrations, migration of existing data and processes, as well as the ability to add custom notes on trade tickets. The system should track and update portfolio cash positions based on various cash flows, such as received coupons, principal repayments, maturities, and miscellaneous entries input by the investment team. The contract for these services will span five years. All inquiries regarding the project must be submitted by January 29, 2026.
