The Commonwealth of Massachusetts is seeking a qualified vendor to develop a cloud-based Learning Management System (LMS) tailored for youth ages 12 to 18. The LMS will serve as a comprehensive platform for delivering educational trainings and must support a variety of content, including written, visual, audio, and video materials. Interactive features such as quizzes and other knowledge checks are required to assess retention and facilitate active learning.
Key project requirements include a user-friendly and intuitive data dashboard accessible to users with varying degrees of statistical knowledge. The platform must offer robust multilingual support, allowing all LMS components to be translated into multiple languages, including American Sign Language (ASL), Mandarin Chinese, Haitian Creole, English, Spanish, Vietnamese, and Portuguese. Accessibility is a core requirement, including full support for screen readers, audio descriptions, closed captioning, and other assistive technologies.
Compatibility across major web browsers—Google Chrome, Microsoft Edge, Firefox, and Safari—on both mobile devices and desktop computers is essential. The LMS should allow users to complete assessments, provide feedback, and download a certificate of course completion in PDF format. The system must be fully accessible via Wi-Fi or cellular data from any location within the Commonwealth.
