The organization is seeking a vendor to deliver a cloud-based institutional repository platform for open access publications and datasets. The solution must offer system-as-a-service delivery, with the provider responsible for hosting, technical support, and ongoing maintenance. The platform should facilitate the hosting and public access of text documents (including research and creative works), datasets, and other digital files, supporting ingest, description, management, preservation, search, and customizable workflows for a variety of resource types such as journals, datasets, multimedia projects, conferences, and electronic theses and dissertations.

The repository must be secure, reliable, and include safeguards against data loss. It is critical that the system provides an intuitive, user-friendly public web interface that allows patrons to easily locate, preview, and download published content; this interface must support modern design standards and be customizable to align with university brand guidelines. Assessment metric features (such as download and visitor counts) are required to track usage. The platform should utilize mature and stable software technologies, supported by qualified personnel to ensure continued development, core functionality, and technological currency.
