North Carolina is seeking a qualified vendor to deliver a turnkey cloud-based inmate automated tracking system utilizing RFID technology. The solution will provide real-time or near real-time tracking of inmate locations and movements within correctional facilities, automating and documenting cell checks and security rounds to enhance safety, accountability, and compliance with applicable laws and record-keeping standards.
The selected vendor will furnish all necessary hardware, software, integration services, and comprehensive training for staff. The system must interface seamlessly with the existing Jail Management System (CentralSquare OneSolution JMS) and include high-frequency RFID tags with unique, tamper-proof identification numbers. Additional requirements include robust RFID middleware, secure database management for log entries and RFID data, and an immutable logging feature where entries cannot be altered once saved. The system must clearly differentiate RFID-scanned entries from manual entries, allow for configurable incident and observation codes selectable via touchscreen, and support complete inmate-level documentation, including name, ID, and housing location linkage.
Vendors are expected to assess current facilities and IT environments, ensuring wireless coverage and integration compatibility. Ongoing support and maintenance, including hardware replacement and wireless infrastructure support, are essential components of the engagement. A comprehensive project plan with defined milestones, timelines, and deliverables from initiation through acceptance is required to ensure successful implementation and long-term sustainability.
