Virginia transit services are seeking a vendor to provide a cloud-based Software-as-a-Service (SaaS) solution designed to enhance the quality and completeness of real-time passenger information for users of fixed route bus, rail, and ferry services. The proposed system should operate securely and reliably, with 24/7 availability, and offer a comprehensive suite of features to improve the customer experience.
The solution must include real-time display of detours using GTFS-RT Trip-Modifications, with the ability to show detour shapes and temporary stops on maps. Live fleet monitoring tools are required for real-time operational visibility, enabling identification and response to service deviations, as well as the creation of authorized service adjustments. Additional capabilities should include tools for monitoring service level agreement (SLA) performance through dashboards, collection and playback of real-time service data, and analysis of historical performance to facilitate schedule improvements.
The system should support robust read and write APIs for real-time and historical data access, generate disruption-aware real-time arrival predictions, and provide secure APIs for integration with other systems. A live dashboard for real-time operations and service monitoring is also required. Vendors must provide an organization chart detailing project staff structure and outline methods for SLA performance monitoring. The initial contract is for one year, with a pre-proposal meeting scheduled for January 26, 2026, and questions accepted until January 29, 2026.
