DESCRIPTION


A vendor is sought to supply, implement, maintain, and provide ongoing support for a modern, scalable online crime reporting solution designed to replace the current legacy platform. The new solution must enhance accessibility, operational efficiency, and community engagement, while offering customization to adapt to evolving police and public requirements.

The solution will include a user-friendly public portal that allows community members to report incidents such as property damage, lost or stolen items, crimes against persons, and other intelligence-related matters. It should support community engagement objectives, organizational goals, and reporting needs, with configurable options for language and guidance text to foster trauma-informed, non-judgmental reporting experiences. Ongoing support, active updates, and adherence to modern standards for security, usability, and functionality are required.

The software should handle a broad range of incident types, including crimes against persons (e.g., hate incidents, historic assaults), property offences (such as break, enter, and theft), and general information reports. Technologies such as artificial intelligence and alternative voice call services are encouraged, along with features that provide investigative insights and enhance user experience. The solution must ensure equitable access through multilingual support, mobile compatibility, and intuitive design, as well as facilitate transparent information sharing with case status updates and clear communication regarding service delivery.

The contract period is twelve years. All questions about the RFP must be submitted by April 15, 2026.
