The client is seeking a vendor to provide a comprehensive, cloud-based Human Resource Management System (HRMS) to support the full employee lifecycle. The desired solution should encompass recruitment, onboarding, employee management, performance evaluation, time tracking, reporting, and system integration functionalities. Vendors are expected to supply not only the software itself but also implementation, configuration, integration, data migration, training, and ongoing support services.
Essential features include a centralized employee record system, integrated document storage, position control and vacancy management, compensation and employment history tracking, and an organizational hierarchy display. The system must offer role-based security controls, maintain high standards for data accuracy and reliability, and ensure intuitive navigation. Scalability to accommodate growth is required, as well as an Applicant Tracking System (ATS), electronic onboarding forms, document management with digital signature support, and an employee self-service portal.
Additional requirements include tracking of professional development, a custom report builder, executive dashboards for key HR metrics, export functionality for state and federal reporting, and advanced data visualization tools. Flexibility in security design and access control is also necessary. Vendors should be prepared to answer questions by April 17, 2026, with a pre-bid meeting scheduled for April 14, 2026.
