A government organization in Washington, DC seeks a vendor to provide a comprehensive cloud-based Human Resource Management System (HRMS) through a Software as a Service (SaaS) model. The project involves the end-to-end implementation, customization, integration, testing, and go-live support of the HRMS to address specific HR and payroll needs. Vendors are expected to migrate existing HR and payroll data into the new platform and reengineer workflows, forms, user security permissions, and interfaces with third-party systems.

The selected solution must offer a unified platform that streamlines essential business processes, enhances accuracy, and enables timely execution. Integration of the HRMS with other systems, including payroll, ERP, finance, IT, and benefit providers, is required to ensure seamless data flow, ideally via API-based methods and data visualization tools. The cloud-based solution must be hosted on reputable infrastructure, providing secure, subscription-based access and ongoing maintenance.
