The Town is seeking vendors to provide cloud-based enterprise resource planning (ERP) solutions for finance and human resources, including payroll processing. The objective is to replace current core finance and HR systems with a modern solution or combination of solutions that enables vital business functions, reduces operational risk, and offers a sustainable platform for future growth.

The scope includes assessing, refining, and aligning business processes, policies, and procedures with system functionality while adopting recognized public sector best practices. The selected solution and its implementation must facilitate seamless system adoption, ongoing operational improvements, and leverage scalable, secure, and sustainable cloud platforms. The vendor should improve operational efficiency by delivering timely, accurate information via modern interfaces and role-based functionalities, streamline business processes with system-wide best practices and enforcement, and enhance decision-making with advanced reporting, dashboards, and analytics tools. Reducing long-term costs and complexity through system consolidation, improved maintainability, and minimized training demands is a core goal. The legacy system's reliance on manual processes and poor integration has led to inefficiencies, redundant data entry, and inconsistent reporting, all of which the new solution should address.
