This RFP seeks a vendor to provide a comprehensive cloud-based Enterprise Resource Planning (ERP) and implementation solution, potentially serving as a replacement for the current Oracle Fusion Cloud environment. The solution must be fully integrated and offered as SaaS—either web-native software hosted in the public cloud or software hosted in the vendor’s private cloud or a third-party data center (such as AWS or Azure) with full management responsibilities including server patching, backups, security updates, and database maintenance.
Vendors will be responsible for delivering software, implementation services, data migration, training, and ongoing support specifically for financial management and Human Capital Management (HCM) functions. The ERP system should support complex requirements such as multi-fund, multi-year accounting, automated inter-fund entries, encumbrance accounting, complex retroactive pay calculations, different pay schedules, and multi-role employees. Additional capabilities must include accounts payable, rules-based accruals for leave banks, open enrollment, carrier reporting, and retiree benefits, as well as strong role-based security and support for public-sector accounting and labor structures.
The selected vendor must establish a robust data migration strategy from Oracle Fusion Cloud, along with defined testing and validation approaches. Ongoing support, system maintenance, upgrade planning, training for system changes, and go-live stabilization must be included in the scope of work.
