DESCRIPTION


A vendor is sought to provide a cloud-based emergency management software platform serving as the primary common operating picture, event documentation system, and coordination tool for operational area emergency response. The solution must offer secure, interoperable capabilities, including configurable dashboards for incident information, resource management, personnel assignments, Geographic Information System (GIS) mapping, and operational summaries.

Key requirements include customizable reporting, export capabilities, After-Action Report and Corrective Action tracking, damage assessment and field data collection, as well as robust resource management and mission tracking. The system must feature seamless GIS and mapping integration with ESRI ArcGIS platforms, support API connectivity, and enable integration with third-party systems such as emergency notification and regional coordination tools. Document management, advanced recordkeeping, and strong administration and configuration options are also essential.

Vendors are required to submit all questions by May 12, 2026. The forthcoming contract is anticipated to span three years. A non-mandatory pre-bid meeting is scheduled for May 11, 2026.
