The client seeks a vendor to provide a secure, cloud-based web platform for electronic health records (EHR) and data management, designed to handle student behavioral health information efficiently and compliantly. The platform must support scalable and user-friendly operations, ensuring security, robust data management, and compliance with Health Insurance Portability and Accountability Act (HIPAA) requirements. Hosting should be on a commercial cloud provider such as AWS, Azure, or GCP.
The selected solution should be a Commercial Off-The-Shelf (COTS) SaaS application, web-accessible via Chrome, Edge, Firefox, and Safari, and optimized for desktop, tablet, and mobile through responsive design. Support or specification of native iOS and Android applications, where available, is required. Critical features include industry-standard data export formats (CSV, JSON, XML, FHIR) to avoid proprietary lock-in, and comprehensive built-in and customizable reporting tools for compliance, program evaluation, and operational monitoring.
Automated, encrypted daily backups, with configurable retention and geographic redundancy, must be included. The platform should provide dedicated environments for development, testing/UAT, and production, along with a secure API sandbox. Integration capabilities are necessary for systems such as Aeries Student Information System (SIS), billing and claims systems, telehealth platforms, and, where applicable, laboratory and pharmacy systems as well as state eligibility and enrollment systems. End-to-end claims submission and integration with third-party administrators, clearinghouses (including Availity), is required.
The contract will be for a one-year period. Vendors must submit any questions regarding the RFP no later than April 8, 2026.
