DESCRIPTION


The State of Michigan is seeking a vendor to provide a cloud-based Electronic Case Report (eCR) engine service, supporting the expansion and modernization of their eCR system and other downstream public health systems. The software will function as a rules engine, enhancing the usability and performance of case data, which consists of HL7 messages generated from Electronic Health Records (EHRs) in response to reportable diseases. This tool will facilitate statutory disease reporting, supporting public health staff and epidemiologists in their investigation and monitoring activities.

The solution must provide informatics staff with an interface to author routing rules for eCR and Electronic Lab Reporting (ELR) messages, improving data quality management across systems such as the Michigan Disease Surveillance System (MDSS). System administrators should be able to automate the identification and remediation of data issues, manage rules, and deploy updates for new reportable conditions. The implementation aims to streamline and enhance eCR processing, ultimately benefiting various public health programs dependent on timely, data-driven services and strategies.

A mandatory pre-bid meeting will be held on March 17, 2026, and any questions regarding the RFP must be submitted by March 26, 2026.
