South Carolina is seeking a vendor to provide a cloud-based Credit Mobility Technology System (CMTS) designed to facilitate the seamless transfer of courses and validated learning experiences among the state's higher education institutions. This vendor-hosted software solution will serve as a standardized framework for the exchange of transfer data and act as an authoritative resource, helping students understand how their completed courses and prior learning can be applied to degree requirements at various institutions.
The CMTS will also support the exploration of transfer opportunities into South Carolina institutions by out-of-state students and equip state institutions with tools to enhance regional and national transfer equivalencies. The system should allow users to import or access transcripts, offer compatibility with various browsers, and integrate with established Student Information System software and versions.
Vendors must clearly outline the proposed solution's functional and performance capabilities, system specifications, response times, and any environmental requirements. Additional requirements include providing documentation on software development plans, integration strategies, data synchronization and replication measures, and support for thorough integration, testing, and pilot processes.
