DESCRIPTION

A public entity in Texas is seeking a vendor to provide and implement a cloud-based, centralized compensation management system (CMS) to replace current fragmented, manual, and email-based processes. The new CMS should offer a secure, auditable, and data-driven platform that acts as the system of record for all compensation-related activities.

The system must support the complete lifecycle of compensation decisions, including job architecture, market pricing, offer management, equity analysis, career progression, merit administration, and robust reporting. Additional requirements include planning, programming and design consultation, integration with human resources information systems, internal equity analysis, job description and content management, and market survey management. The implementation should encompass data migration as well as enable skills-based career pathing and workforce intelligence, with internal mobility features.

A pre-bid meeting will be held on April 3, 2026, and questions must be submitted by April 10, 2026. The initial contract period will be one year.
