The City of Lancaster, California is seeking an innovative, technology-enabled vendor to provide and support a secure, cloud-based co-parenting application as part of a pilot program aimed at families experiencing separation or divorce. The application must be specifically designed for high-conflict co-parenting environments, moving beyond simple communication logging to actively prevent escalation, guide behavior, and support conflict resolution.
Key requirements for the platform include real-time moderation tools that identify and mitigate hostile or non-compliant language, AI-driven coaching features for improving communication, emotional regulation, and decision-making, as well as integrated behavioral health, legal, and safety-oriented tools especially suitable for family court-involved cases. Accessibility via both web and mobile devices is essential, and the platform must comply with all relevant accessibility standards.
A fully multilingual user interface—supporting both English and Spanish—is required, with persistent language selection across devices. Multilingual support must be native to the platform and not rely on third-party translation tools. The application shall also support secure inline sharing of photos and files within scheduled communications, logs, and records, preserving associated metadata for court review and maintaining message integrity and chain-of-custody protections.
