DESCRIPTION


The city of Maine is seeking a vendor to provide a comprehensive, cloud-based civic platform to support a wide range of city services. The desired platform will encompass modules for building and permitting, planning and zoning, plan review, business licensing (including short-term rental compliance), citizen service requests, and asset management.

Key requirements include modernization of permitting, licensing, planning, and citizen engagement processes through a secure, cloud-based, mobile-friendly solution featuring robust API integrations. The solution must support data migration from legacy systems, online permit applications and payments, GIS integration for parcel data, and provide a public comment portal with tracking capabilities for development reviews. Additional features include concurrent and sequential review routing, automated notifications for expiration dates, integration with third-party monitoring tools such as Host Compliance and Granicus, mobile app compatibility, and routing to appropriate departments with status tracking.

Further integration with asset management GIS software and single sign-on (SSO) with Microsoft Azure Active Directory is required. The platform must offer secure, encrypted cloud document storage and compliance monitoring features such as due date deliverables. The system should also support street opening permitting, contractor registration processes, and comprehensive business licensing functions.
