The city seeks a vendor to provide a cloud-based capital project management and delivery system to support the effective delivery of Capital Improvement Projects (CIP) initiatives. The required solution must be offered as a software-as-a-service (SaaS) platform and should facilitate seamless collaboration between city staff and external users, supporting the complete project lifecycle.
The selected system will act as a centralized location for all CIP-related information, strengthening collaboration with internal and external partners while establishing consistent, auditable processes for managing project activities. Key functions must include support for capital project planning, design, construction, financial tracking, progress monitoring, and project closeout. The system should offer centralized storage for project lifecycle information, auditable workflows for communications and requests, and a comprehensive audit trail.
Additional requirements include tracking allocation and project costs across multiple funding sources and fiscal years, tracking spending on installed items and funding splits, forecasting project spending by specific funding sources, and providing secure access for document review and workflow participation. An API or data access tools should be available for data extraction and advanced reporting, and the system must support comparison reporting of planned versus actual spending using data from the project management system and Munis (financial software).
