The state of Virginia is seeking a vendor to provide a cloud-based Software-as-a-Service (SaaS) budget software solution to manage the complete budget lifecycle. This solution should streamline Capital Improvement Plan (CIP) development and management, operating budget formulation, submission, analysis, and document generation. Additionally, it should support performance measurement and program outcome tracking, ensuring comprehensive budget development and management.
Key requirements include real-time dashboards, outcome-based visualizations, centralized data access, and robust querying and reporting tools. The system should offer scheduled reports, notification triggers, and summary/detail views suited for both decision-makers and departmental users. Additional features must include dataset download capabilities and API access to all system data. The software is expected to be a web-based application compatible with Windows 11 or later, supporting HTML5 or newer technologies.
