The organization seeks a secure, cloud-based Automated Biometric Identification System (ABIS) delivered under a software-as-a-service (SaaS) model. The ABIS must support ten print and latent print identification and analysis, allowing simultaneous access for examiners and administrators via a standard web browser.

The hosted solution must comply with stringent security requirements, providing high availability, encrypted data protection, and automated backups. It should include advanced matching services for fingerprints, palm prints, and latent prints, utilizing top-ranked algorithms for high accuracy, speed, and the ability to identify unsolved cases through superior matching capabilities and lights-out processing.

Additional requirements include an archival database for fingerprint (tenprint) records with composite event-based logging, and the complete migration of existing tenprint, palmprint, latent print, and unsolved latent print databases. Providers are responsible for developing, executing, and converting all relevant data, ensuring an automated, scalable system that adjusts to user and storage needs with zero downtime. The initial contract period is set for five years.
