The selected vendor will be responsible for designing, developing, implementing, and supporting a secure, web-based school climate survey application to be housed within a Texas state agency. This application must facilitate a complete lifecycle from survey planning and deployment to data collection, interactive analysis, reporting, and school climate improvement planning.
The platform will integrate UI/UX design research and prototyping findings to ensure logical information flow, intuitive navigation, high usability, and compliance with accessibility standards. Features include real-time visualization tools to monitor response rates, robust interactive data visualization and reporting after data collection, and the ability to handle both required core survey items and customizable modules (including locally developed questions).
Critical security measures are required, such as role-based access control for various administrative levels, secure storage, and procedures ensuring survey respondent anonymity while permitting authorized data linkages. The solution must enable integration with Student Information Systems (SIS) and staffing applications, aggregate data reporting with benchmarking, targeted recommendations for climate improvement, API-based integration capabilities, and support for both mobile and web access. Training resources will be available via video, and agency-level data ownership and sharing protocols must be defined. A pre-bid conference is scheduled for March 12, 2026.
