Climate Risk Financing Solutions and Strategy Service

A consultancy is sought to provide climate risk financing solutions and strategic services for Pacific nations as part of the Pacific Insurance and Climate Adaptation Programme (PICAP). The consultant will assess the readiness of various countries—encompassing both mature and developing insurance markets—to participate in climate risk financing initiatives.

Key responsibilities include developing a strategy to scale up the Insurance Guarantee and Financing Facility (IGFF) within the framework of the PICAP initiative, as well as conducting a thorough review of progress and lessons learned from the initial phase (PICAP 1) through analysis of reports and interviews with the PICAP team. The project will also involve conducting regulatory assessments, identifying challenges, and preparing policy recommendations to help PICAP countries effectively leverage the IGFF for advancing climate risk insurance efforts.
