DESCRIPTION


The government authority in Maine seeks consulting services to conduct a comprehensive study on climate resilience funding and finance strategies. The objective is to analyze climate resilience programs, investments, and initiatives to develop a clear picture of current priorities, funding levels, and outstanding needs within the state.

The selected vendor will be responsible for defining which programs and investments qualify as 'climate resilience,' in alignment with industry best practices. The study must identify and classify funding and financing sources and their corresponding limitations, with consideration for municipal capacity, affordability, and insurance constraints. Potential funding, financing, and risk-mitigation methods—including those at the public, private, and project levels—will also need assessment.

Services will include designing a range of funding options, evaluating how these approaches can support municipalities with varying resources, and assessing the role of insurance in enhancing resilience and affordability. Additionally, the contractor must identify opportunities to improve the functionality and delivery of funding mechanisms, examine feasibility and sustainability, document constraints and risks, and provide guidance on governance, prioritization, timelines, and recommended next steps.
