The selected vendor will develop a suite of climate resilience tools for the state of Maine. This includes creating a geospatial database and a viewer that supports risk assessment, in addition to designing and launching a website and associated database for an online resilience resource navigation portal.
A core component will be the Online Risk Data Hub, a centralized, web-based platform for integrating, visualizing, and sharing climate risk, hazard, and resilience-related data. The contract calls for capabilities to manage datasets, resources, metadata, tags, and descriptive content, including the ability to review, publish, update, or archive resources through role-based curation workflows. Both the data hub and navigation portal must have consistent branding, design, and navigation, present information in plain language, and offer accessible pathways for diverse users with guided onboarding and feedback mechanisms to support ongoing enhancements.
The system must enable secure, user-friendly access to statewide climate and resilience data, as well as integration with existing and future APIs and data services associated with hazards, exposure, vulnerability, and resilience. It should facilitate continued expansion to accommodate additional data sources, features, and partner tools, and support a wide array of content from geospatial layers to narrative resources. Solutions should be scalable and adaptable to future program requirements, informed by analytics and user engagement.
